WSUS 3 - Could not Start the Windows Internal Database (Microsoft##SSEE)

Environment
  • Microsoft Windows Server Update Server 3.0 SP2

Introduction
Updater server can't run

According to event logs, it gets
  • Event ID: 17204
    • Could not open file C:\Windows\Sysmsi\SSEE\MSSQL.2005\MSSQL\Data\master.mdf
  • Event ID: 17207
    • Operating system error 5 (error not found) occured while creating or opening file 'C:\Windows\Sysmsi\SSEE\MSSQL.2005\MSSQL\Data\master.mdf'
Also, get these
  • Event ID: 12052
    • The DSS Authentication Web Service is not working
  • Event ID: 12042
    • The SimpleAuth Web Service is not working
  • Event ID: 12022
    • The Client Web Service is not working
  • Event ID: 12032
    • The Server Synchronization Web Service is not working
  • Event ID: 12012
    •  The API Remoting Web Service is not working
  • Event ID: 12002
    • The Reporting Web Service is not working

Solutions
  • Add "Network Service" to be full control on %windir%\sysmsi
  • Add "Network Service" to be read & write on %windir%\Microsoft.NET\Framework\v2.0.50727\Temporary ASP.NET Files
