Photoshop CS6 - Could not open a scratch file because the file is locked

User couldn't run Photoshop because of this error about opening a scratch file.

It needs the patch - Adobe Photoshop 13.0.1.2 update for CS6. Before the patch not published, an account would be on administrator level.
