Creating the Roaming Profile Folder not work: Error Message "We can't sign in to your account"

A new roaming profile occurred this question on all Windows 10 computers.

We can’t sign in to your account

This problem can often be fixed by signing out of your account and then signing back in.
If you don’t sign out now, any files you create or changes you make will be lost.

 

 

However, if an account was not a roaming profile, didn't have this question.

 

Tried different ways to solve it, and both didn't work.

 

That would be a question on creating a roaming profile on the Server.

 

Directed to create a folder for the roaming profile.

Then, solved the question but needed to know why it happened, as the permission on the folder was normal.
